At some point, does this simply become meaningless? Sure, it's an impressive number, and obv. means someone has a strong opinion, but for a series that trades very little, I kinda want to know "who cares"?

In this case, it's just an anomaly, but yes, put/call ratio can be a useful tool, but certainly not the only thing you look at. IMO, volatility is far more important.
